PLR
arrives in Ireland
The first PLR payments under Irish PLR began arriving in writers’
letterboxes on January 31, 2009 in respect of borrowings from
public libraries for 2009.
PLR was introduced in Ireland in 2009 and is administered in Ireland by
An Chomhairle Leabharlanna (The Library Council).
Payments are made to applicants who have registered titles which have
recorded sufficient borrowing to receive a payment. Payments are not made
to publishers as they do not qualify under the terms of the PLR scheme.
Payments are made to registered applicants once a year.
Public Lending Remuneration (PLR) is the mechanism for authors to receive
payment under PLR legislation for the loans of their books by public libraries.
Under PLR, a payment will be made to registered authors, resident in the
EEA, in respect of books registered with the PLR and loaned by public
library authorities.
