becomes law
PLR
legislation has been signed into law in Ireland.
The Copyright & Related Rights (Amendment) Bill 2007, (No 39 of 2007),
was signed by President Mary McAleese on December 4, 2007 and the Act
has become law.
Minister for Environment, Heritage and Local Government John Gormley,
TD must now make regulations for details of the PLR scheme to come into
force, so that authors could be paid for part of 2008.
The Irish Writers’ Union who campaigned for introduction of PLR
for some years said as PLR is now properly enacted into Irish legislation,
2007 was a significant year for the campaign for an Irish PLR scheme.
IWU spokesman Tony Quinn said: “The IWU's concerns include: the
urgency of making the regulations so that authors' rights due under the
1992 Lending Rights Directive are fully vindicated; and an advisory committee
set up on which relevant interests, especially the IWU, would be represented.”
PLR is the system whereby authors are paid a small sum for each time their
books are borrowed free from public libraries.
Irish authors, who have registered, already benefit from payment from
the UK PLR scheme.
